Luis Sanz-Menendez

Luis Sanz-Menendez is Research Professor at the CSIC Institute of Public Goods and Policies (IPP) of the National Research Council (CSIC) in Madrid, Spain, where he was Director of the Institute between 2005 and 2015. He also has served, between 2007 and 2015, as elected Chair of the OECD Committee of Scientific and Technological Policy (CSTP).

His research interests include institutional and organizational aspects of the research systems, public research organizations and universities, human resources for S&T and research careers, science, technology and innovation policies, R&D funding systems and relations between science and society, such as public understanding of science and credibility of scientific information.  He also has worked on the role of the evaluation and foresight, and Parliamentary technology assessment.

He has extensively published in international journal like: PLOS ONE; Public Understanding of Science; Research Policy; Scientometrics; Technological Forecasting and Social Change; Journal of Technology Transfer; Science and Public Policy; Research Evaluation; Industry and Innovation; Regional Studies; International Journal of Technology Management; International Studies on Management and Organization, etc. and various books on related topic.

He is principal investigator of research project funded by the Spanish Research Funding Agency (AEI) and the European Union, including one aiming to characterize the organizational responses of Research Organizations to the economic crisis and to understand what factors contribute to changes in R&D activities and in the institutional logics that govern research organizations through the study of their organizational practices, and another one dealing with the characterization and growth of new types of organizations in population of research entities the research in Europe.
